I am about to receive a chronograph & would like some advice on what an optimum muzzle velocity would be for my 6 PPC. I am using 28.5 grains of AR 2219 powder with Berger 65 gn bt bullets in 220 Russian brass in a Panda action with Kreiger barrel & would like to chase a good muzzle velocity.

Don’t get hung up on velocity, concentrate on what your target is telling you.
I would expect you will see around 3280-3380

In my experience, AR 2219 is a very good accurate powder but seems to top out velocity around 3340 - that's in my barrels with 29.2ghns and 67 grain pills. You may get faster results with 65 grainers.
As stressed before, don't get hung up on velocity figures - accuracy beats velocity any day. Your rifle will tell you what it likes.
Thanks blokes, I should have posed my question bitt different & asked how I could use a chrono to help accuracy. I see your point of view & even if my are chronograph is not much use in doing so I will have some fun using it. 29.2 grains will nearly fill the case, is it OK to compress this this much?

Get yourself a six inch drop tube, or just use an electric toothbrush to vibrate the powder down the case neck.
If neither, then pour the powder in very slowly.
Slightly compressed loads are OK.

I shot some recently at a club match and had no problem getting 29.5gr in the case (please use standard procedure to build up to that load). As Brendan mentioned, use a long drop tube and slowly fill the case. I have no idea what the velocity was but I had no pressure signs and it shot quite well on the day.
