Why 14lb Weight Limit?

Here's a question........ Should the 14lb weight limit be raised slightly? I see the brand new Anchutz Benchrest Rifle comes in @ 14.85lb & the Feinwerkbau is not that far behind it. They both need bits taken off the standard factory rifle to make the current weights?
